It is based on a more detailed review of the topic, and readers interested in that research are encouraged to contact the authors.* The analysis summarizes the growth in tax increment financing as a mechanism for funding or setting the stage for economic development over the years. In so doing, it looks at the growth in tax increment finance districts over the years and measures whether that growth has indeed been instrumental in community and regional economic, demographic, and fiscal change.
