Do sub-grantee organizations have to conform to the eligibility criteria for grantees (i.e., local, area and community organizations in the immediate community)?
As stated in the Administrative and National Policy Requirements section of the FOA, successful applicants must comply with the administrative requirements outlined in 45 Code of Federal Regulations (CFR) Part 74 or Part 92, as appropriate. In addition, provisions levied on prime recipients are required to flow down to sub-recipients and subcontract arrangements should be legal binding agreements between the parties.
