Yes. English is required to graduate high school. Basic vocabulary is taught in the elementary ages, but middle school and high school is when it becomes more widely taught.

Hi, In Japan, student do learn English in the middle/high school. But they are not Very comfortable in speaking English. Japanese language does not have the sharp sound like T & D as we have in English. So they do speak English but prefers to avoid it. So for a 7th grade student it will not be easy to speak English I have learned Japanese for two years and that’s what I could understand being with my Japanse teacher and the study materail they had provided me. I really love Japan and their culture.
