Do students have the right to physically defend themselves against bullies at school?

From what I’ve seen and heard these days, kids do not have a right to defend themselves. It seems that a child who is just defending him/herself from a bully who has been physically assaulting them will also get in trouble. The problem with this is that the bullies are usually pretty good at being sneaky and not getting caught until someone hits them back. The kid hitting back is usually the one that gets caught because they are not sneaky since they are not trying to do something wrong. I understand what they are trying to accomplish at the schools, but I don’t think it’s working.
