Do stormy seas blow fish?

I’ve heard tales of frogs and such being lifted out of ponds during tornadoes. But I do believe that when the surface of the sea become stormy, fish move to quieter waters. Then again, if one considers hurricanes and storm surges, fish do seem to get wash ashore from time to time … so I guess you could consider that blowing fish about in a stormy sea.
