No. State and/or local agencies can continue to operate peer counseling programs that do not meet the Loving Support Model with their NSA grants or other funding sources. However, if the breastfeeding peer counseling funds are used to pay for any portion of a peer counseling program, the peer counseling program must be enhanced to include all of the components of the Loving Support Model.
