It does happen, I’m sure, but it’s rare. I never suffered any sort of abuse or harassment off duty when I was a Special. Such problems can usually be avoided by not performing duties where you live / work / socialise, and by taking common sense precautions – not advertising the fact that you’re a Special for example by talking loudly in a pub!
