Do small businesses need websites even if they aren’t selling products via ecommerce?

You should at the very least have a presence on the web so that customers, potential employees, business partners and perhaps even investors can quickly and easily find out more about your business and how to contact you. And it’s not enough that you just have a website. You must have a professional-looking site. So many shoppers shop online or search for information online prior to making a purchase, your site may be the first and only chance you have at making a good impression. The only time that I would say a business doesn’t need a website is if they’re going to put up a bad website. If you’re going to represent your company in a bad light – then maybe you shouldn’t do it at all. But, that’s a chance I would not take as a business owner.
