Do schools need an effective deterrent to stop highly provocative students who persistently goad teachers?
Chronically disruptive students need to be excluded from class–at first, temporarily but eventually permanently. While this is not necessarily a “punishment” to them, it preserves the right of the class to an education. It simply is not fair to the others in the class to have their instruction from the teacher reduced because of that disruptive students’ lack of cooperation with instruction. I do not know what to suggest to the “other agencies” that will have the hardship to deal with those “behaviorally challenged students” except to say that society’s way of dealing with people who don’t want to follow rules is called “prison,” which is where these kids are likely to end up.
