Both Rule 37E (Cooperation) and Rule 40 (National Will) award die roll modifiers based on the nationality mix (Rule 37E) or comparative national wills (Rule 40). A bombardment die roll is modified by the Bombardment Table Modifiers (as per Rule 12C1) and the Terrain Effects Chart (as per the 25 Feb 1998 Errata sheet). It does not mention any other applicable die roll modifiers for a bombardment. So the RAW state that Rules 37E and 40 have no effect on bombardment.
