Do road construction flaggers have any authority?
From what I read locally, they can report a license number and if the police are in the area and pull the driver over, the ticket, depending upon what they driver did, can be issued. It depends and what they driver did and if the driver gets caught. If you ignore them and get in an accident on site, you can count on a stiff fine in this state. Flagperson in Illinois must be obeyed. According to the MUTCD the signs that are used legally to control traffic in a construction area must be obeyed. It’s the signs that are part of the code yet some states, maybe all, state drivers must always follow the directions of a flagperson.
