Any resident who attends the rigidly structured school-board meetings probably would conclude that the school-board members do not trust the residents. There is almost no board member to citizen dialogue at these meetings. (2) The school district already has an active public relations effort. The district could further improve its image by encouraging Academic Quality Assurance Councils at each school. Over time, this action would create hundreds of well-informed residents throughout the district.
