There is absolutely no financial incentive to becoming a refugee. Refugees are even required to sign a promissory note and pay back their travel expenses. Certain refugees are entitled to a special program called Refugee Cash and Medical Assistance provided by the U.S. Department of Health and Human Services and administered by the state in which the refugee resides.
