Not always. They appear much of the time in the eastern sky simply because you need rain to produce one, and rain is typically an afternoon and evening event, with the Sun in the west. The rainbows will appear higher as the Sun gets lower. I have seen a few rainbows in the mornings, in the western sky, but that is rarer.
