Do providers have to comply with the transaction code set component part of HIPAA?
Transactions, Codes and Identifiers standards are going to have a significant impact on the provider community as well as the payer community. However, the HIPAA Transactions standards do supercede State law and we shouldn’t see any conflict. The only regulations that do not supercede state law are the Privacy Regulations – in which case State laws that are more restrictive than the Privacy Regulations retain primacy. Providers do need to be concerned with regulations other than Security and Privacy. Here are a few areas where considerable thought and planning need to take place, and this just scratches the surface. Transactions – (1) Format conversions & content gaps between application data and ASC X12 standards, (2) Impact on business process (e.g. processes and system changes to ensure capturing all the information required to populate (or import) the ASC X12 standards, (3) Impact on related systems & data structures, (4) Trading partner coordination, (5) Training… Codes – (1) El
