Do Project Managers working on Information Systems projects always consider the cost element in their projects ?
Yes they always consider the cost element. Even if they do not consider them directly. The true nature of how they consider it is highly variable. Many Project Managers feel the can get what they want while saving money. Projects in software development do not always work that way as many of you know. Saving money adds risk. That is not to say that spending a lot of money is a guarantee of success. In the case where the Project Manager makes cost savings too high a factor they run the risk of failing on the goals of features and time. Starving a project for funding is one of the most common ways of creating problems in the long run. In the case where a Project Manager ignores costs there are often times others in the organization that step in to adjust. The CFO, VPs and Directors all bear a share of the cost monitoring in each project. When others start to cut costs then the PM must defend the expenses or at a minimum explain the impact of cost cutting.
