Do political parties and partnership have large impact on the legislative process in the Texas Legislature?
Until 1998, political parties had little influence in the Texas legislature. Of course, until that time the legislature was largely Democratic. The political division was between conservatives and moderate conservatives. Liberals did not exist in Texas. A Texas liberal is a moderate anywhere else. When the Republicans took control of the legislatuare in the 21st century, they used their new found power to exclude the Democratic members. The last two legislative sessions were especially contentutious pitting the very conservative Republicans against a more moderate group. Democrats and some Repubicans twice incited a revolt against the Speaker. The impact of the inability of the members of the legislature to play well with others often prevent the passage of needed legislation, or, that which is passed, is gutted of its primary provisions.
