Pursuant to 24 CFR 5.236(3)(i), PHAs must obtain written third-party verification from the discrepant income source when the tenant-provided income data differs substantially from that received from his or her employer. As provided by HUD guidance, “HUD Guidelines for Projecting Annual Income When UIV Data is Available,” a substantial difference is one that is $200 or more per month.
