Flip Flops are fine. I’m in Guangzhou, China and they wear them. Heck… people wear Pajamas walking down the streets! As for the SHORT SHORTS… yes! The Chinese women wear some SHORT SHORTS I must say. You are going to be stared at no matter what you do. The Chinese stare. If you want to bring more attention to yourself with your Daisy Dukes then go for it!
Beijing people wear flip-flops at home, but rarely outside. Chinese people typically wear better quality shoes when going out. Athletic shoes (Nike, Adidas, Reebok) are commonly seen on casually dressed people. Leather shoes and high heels for ladies are commonly seen on professionally dressed people. Crowded cities are not a good place to wear flimsy shoes. Your fellow pedestrians may inadvertently step on your toes. You’ll also encounter dog poop, spit, rubbish, and plenty of other nasty items on the street. This is true in any city in any country, not just China. Flip-flops are a good choice for walking around at home in your bathrobe, but not outdoors and especially not in a major city. You can wear short shorts in China, so long as you are not overweight. Heavy people dressed that way will attract a lot of unwelcome attention in China. It’s very common for slender young Chinese women to wear short skirts and short shorts.
