Yes, but these could be fairly brief: one page or so specifying the clinical question, the reviews to be included, the pre-specified outcomes to be considered and the analyses to be performed (if any). In addition, the intent to produce an Overview would need to be registered (similar to the current registration process for titles of proposed new Cochrane Reviews).
