All outboards drain in the down position, thus there should be no water to freeze. Some water can get trapped if the motor is tilted. However you should think of winterization as a storage procedure. The engine needs to be fogged, the lower unit checked for water, prop shaft lubed. wiring sprayed with WD-40 etc. AND the fuel drained from the carb and fuel system. All grease fittings need to be greased.
