Use of an occupancy sensor to simply turn all of the luminaires (fixtures) in a space off does not satisfy the bi-level switching requirement. If an occupancy sensor is used to only control some of the luminaires in a space or some of the lamps in a luminaire so that some level of lighting is maintained when an occupancy sensor turns off lights, then it may qualify as providing bi-level switching.
