Do new carry on regulations apply to outgoing international flights?
Carry on bags are allowed on flights in the US and internationally as well, they were not stopped at all, just modifications to what you can carry on with you, what you can do on the plane, etc… Checked luggage overseas there is no charge, that is only on flights in the US and between the US & Canada but not on all airlines. Check with your airline to find out any other modifications what you are allowed to take with you.
