All programs must remain open and operate five days per week. • Must the program be located at a school site or may it be at a community, non-school site? Please refer to page 9 of the RFA. A program may operate either at a school site or an off-site location, provided there is agreement and that safe transportation is provided to and from the site. The location must be at least as available and as accessible as a school site, and there must be a clearly defined plan of communication. • Does the 20 to 1 student-to-staff ratio include the director and site coordinator positions? Please refer to page 11 of the RFA. To be considered part of the student-to-staff ratio, the director and site coordinator must be in positions that directly supervise students. • How is attendance counted if students leave early or arrive late? Funding for core grant awards is based on student attendance in the full program. Before-school programs must operate at least 90 minutes, and after-school programs must
