Mexicans are from Mexico, Vietnamese are from Vietnam and Filipinos are from the Phillipines. Many Filipinos have Spanish surnames for the same reason most Mexicans have Spanish surnames; they were both Spanish colonies. Vietnamese surnames are not at all similar to Spanish surnames. Vietnam was part of the French IndoChina colonies, but the French did not leave many surnames there and French surnames do not look or sound much like Spanish surnames anyway.
