No. This policy change is designed to provide licensees with as much flexibility as possible. Licensees have the discretion to identify those additional areas suitable to be licensed for the conveyance and consumption of liquor and to exclude any areas of their establishment they feel to be inappropriate for licensing. For example, a licensee may choose to license particular hallways, stairwells, or sets of washrooms but not others because of concerns relating to such things as security, safety, health or monitoring capabilities.
