Do Letters of Intent need to be approved to submit an application?
Letter of Intent (LOI) must be submitted to be eligible to submit an application. The LOI’s will be used for planning the objective review process, not to screen or otherwise affect the standing of any application. Local rules and policies about submission of an LOI are outside of the scope of this FOA. This is answered in the Letters of Intent section of FAQs.
