No. Inmates are not required to serve 85% of their sentence. Inmates sentenced to a state sentence and, therefore, are under the jurisdiction of the PBPP, must by law complete their minimum sentence before they can be released on parole. The PBPP makes a decision on when an inmate is released on a case-by-case basis. By law, two yes votes are required to release offenders convicted of non-violent crimes and five yes votes are needed to release offenders convicted of violent crimes.
