Indian River County has provisions in its Code of Ordinances that provide for wetland mitigation, including a process by which a mitigation bank could be established in certain cases. Collier County is currently facing a sufficiency problem with DCA regarding wetland protection in its comprehensive plan. Sarasota County has a very well developed program for wetland mitigation issues. Essentially, they have a “no net loss” program in which private and public projects have to recreate wetlands that are impacted. They have no mitigation banks per se. Staff is in the process of obtaining copies of their wetland LDR and appropriate Comprehensive Plan sections. Alachua County has no experience with mitigation of wetlands for County projects. They have an ordinance that allows wetland mitigation and Comprehensive Plan provisions for wetland mitigation, but they have only been involved with (two) private wetland mitigation projects to date.
