NO. New migrants to New Zealand arriving as permanent residents are restricted from claiming social welfare benefits for the first 2 years after entering the country. This restriction applies to unemployment and child support benefits, but not state health-care insurance which is immediately available. However, if you encounter unexpected financial difficulties and there are genuine grounds for hardship, exceptions can sometimes be made.
