Hello, The answer depends! you only pay the congestion charge if you pass through the London inner city zone (its a marked & clearly defined as congestion zone and fees apply here) by car or other 4 wheel transport i.e. truck, van, lorry, taxi,etc,etc. However, bearing in mind that congestion charges only apply in inner city London you should be able to plan a travel route that avoids cutting directly through the congestion zone and hence avoid paying extra money for your journey. So if you travel to Stoke Newington but avoid inner city London centre then you can avoid the congestion charges. **I dont think these charges apply to the underground or red london buses i.e. public transport. Congestion charges tend to only apply to private traffic/vehicles.
