Do I need to subscribe to the National Storage Mechanism in order to use the Issuer Upload Facility?
Yes. From mid February 2011 there is now a requirement to register with the NSM in order to upload documents. Since implementation of the NSM we have been discussing its performance with market participants. During these discussions we have noted concerns regarding the security aspects of uploading documents and have therefore decided to implement a system that will require all uploaders of documents to register with Morningstar in order to upload documents to the NSM. This registration will occur in two phases: Phase 1 (commenced February 2011): all those wishing to upload documents will need to register their details with Morningstar and agree with the Terms & Conditions set out. An email will then be forwarded to them and they will then need to activate their account before any documents can be uploaded.
