No. Your TiVo Series 3 HD set-top box does not require the use of CableCARDs; however, you will be limited to receiving local and basic cable channels, ATSC digital over the air channels with an antenna, and analog antenna channels. You will not be able to access any scrambled digital channels without a CableCARD.
