Public Health Law requires health care facilities to submit an application for any change in licensed service or beds. In the case of many services, the process is a limited review. The Department must review applications to discontinue services or eliminate beds in order to assure that adequate capacity will remain in the community, and that existing patients are referred to appropriate providers.
