Do I need to file an application and go through the CON process to simply decertify minor services or beds?

Public Health Law requires health care facilities to submit an application for any change in licensed service or beds. In the case of many services, the process is a limited review. The Department must review applications to discontinue services or eliminate beds in order to assure that adequate capacity will remain in the community, and that existing patients are referred to appropriate providers. See the question above regarding prior review.
