Yes, you will probably need separate accounts for these purposes. You can use your community superintendent account to access Assessment Reports for the schools in your district, but only on an individual basis; to see results aggregated at the network level, you will need to use your LIS account. Conversely, your network account will provide you with access to school verification reports, but not with access to CSD verification reports. You will also need to use the correct account when creating invitation letters for CSD or network users, to ensure that each user ends up with access to the correct data.
