I don’t think you would need planning permission as people use them when they are building their homes.

You will need planning permission as someone will be living in it. If in doubt ask your local council.

I work in town planning and yes, you will need planning permission if the caravan is going to be permanent. Your council may look favourably on an application given your in-laws circumstances.
