You don’t need insurance or a licence to MOT any vehicle, the only thing that you need to take to the MOT testing station is the vehicle itself, however, if you ride the bike to the MOT testing station then you will need insurance (and hold the appropriate licence) as you will be using the public highway. You would also need to have the MOT booked in advance (if the previous MOT has already expired). If you take your bike in the back of a van or on a trailer then obviously this does not apply. Technically you shouldn’t even push your bike to the MOT testing station without insurance as it should be insured if it’s on a public road (yes, even if you are not riding it). It costs £27.15 to MOT a motorcycle (or £34.65 if it has a side car) but some places do it cheaper so it’s worth shopping around. The fees stated are the MAXIMUM fees and they are not subject to VAT.
