I do not know what you mean by “short” travel. You can obtin a 96 hours visa by flying with Emirates Airlines (they provide this kind of visa) or at the Marhaba Service center when arriving to Dubai (all Nationalities) A tourist visa (30 days = Dhs 110) you have to obtain through a travel agency or tour operator. Regarding a visa, only your Nationality is relevant, not where you reside or anything else. Take care and enjoy your stay.
