Do I need a permanent IP address to use DirectSend?
No! DirectSend can be used even on dial-up connections to send emails directly to the recipients. Some mail servers, however, perform a reverse DNS check before accepting the mail. In such case you will require valid domain name resolving to your current IP address. You can use dynamic DNS if you do not have permanent IP address.
