It sounds like you need a new monitor. If you have another computer in the house, try to connect the monitor to it to double check. If the problem goes away because you tilt the monitor, unless it is coincidence, then the problem is with your monitor. Before you buy one though, you should probably double check the connection between your monitor and computer to make sure it is not loose or damaged, if so it could be the cord. Any monitor should work, as long as it has the same connector that your computer has. Most likely your video card has a “vga” connection, which is the most standard. If you get a monitor that has dvi for some reason, you can always buy an adapter that will convert it to vga.
