Yes. In addition to your library card and pin number, you need a NetLibrary account to download eAudiobooks. A free preview is available for most eAudiobooks, but you must first create an account to download complete eAudiobooks. To create an account, go to NetLibrary and click the Create a Free Account link in the top right corner of the screen.
