The Video Recordings Act 1984 states that R18s can only be sold in licenced premises. Therefore all retail establishments wishing to sell R18 (hardcore) movies need a Sex Shop / Establishment licence. To obtain a Sex Shop licence, contact the Licensing Department of your local Council. Each Council has different rules and regulations and these differ greatly from area to area. If you do not sell R18s but only sell sex toys, you may or may not need a licence, depending on the amount of products in store; it is worth contacting your Local Council and / or Trading Standards officer to check the rules and regulations in your area. You do not need a licence to sell underwear.
