Do I need a footvalve to keep the chemical supply line primed?

Proportioners are the only product line that require a footvalve. Peristaltic pumps are a different story. When a pump sits idle, there will always be at least 1 roller compressing the squeeze tube at some point around the inside of the pumphead. This “pinching” action keeps the line primed. The principle is similar to the way liquid stays in a drinking straw when holding your thumb over the top end and lifting it out of a glass.
