Yes, you must pay non-resident tuition if you are not a permanent legal resident unless you attended high school for 3 years in Utah and graduated from high school in Utah. If you attended high school for 3 years in Utah and graduated from high school in Utah you qualify for a tuition waiver which allows you to pay resident tuition.
