CLCs finances should be included in the CFR return when the funding is devolved to the school. The income and expenditure should be shown in Special Facilities I08 and E24 respectively. Its recommended, however, that the CLCs keep separate bank accounts and budgets under section 7 point 35 of the guidance http://www.standards.dfes.gov.uk/sie/eic/clc/clcguidance/ These are not to be confused with City Technology Colleges (CTCs) which have an option whether they submit a CFR return or not, to date none have done so. This will remain optional for CTCs for 2004-05.
