Technically, yes. Unofficially, no. Any time you intend to modify a house where the modifications will involve structural and electrical work, you’re supposed to pull a permit and have the final work inspected to ensure it complies to your state or local code. In the real world, however, contractors and do-it-yourselfers do the work without pulling a permit all the time. You have to pay for the permit and the inspection, and for the most part it’s a major pain in the butt. Ultimately the decision is yours, but if you’re at all concerned you should err on the side of caution and get a permit.
