Every school district in the country that receives funding from the E-Rate program over the three-year period from July 1, 2004 to June 30, 2007, must have an approved technology plan. The E-Rate program is part of the Universal Service Program, which is administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC).
