No, it is for HEIs to decide their own priorities. The Office for Science and Technology (OST) has published a document which summarises the main priorities identified by the Research Councils and suggests the infrastructure that would need to be in place to support research in particular areas. But HEIs are not expected to confine themselves to projects in these areas.
