Too high of a refresh rate (vertical scan rate) can in fact cause transformers in the deflection yoke of the monitor to overheat, which could cause permanent damage. However, most modern monitors will not accept a signal whose scan rates are too high, they will only display “OUT OF RANGE” or some message like that. Additionally, it is unlikely that your graphics card would physically be able to output it. Most monitors that are capable of those kinds of refresh rates only support them at low resolutions such as 640×480 or 640×400.
