I think it’s going to depend on the guy, and on all the other things that you mention in the last paragraph. My personal answer is yes. I’m a leg man, and both of the last two women I’ve been with (including my fiancee, who I’m with now) have had slightly thicker legs, but as you describe not fat. I don’t know about the previous girlfriend, who was incredibly self-confident, but my fiancee was self-conscious about them and a little incredulous the first time I told her they were nice. Ultimately she gave in and just accepted that it was my opinion after the first few times she caught me checking her out when I wasn’t (necessarily) looking to get “caught”. I think that’s what’ll have to happen for you to be completely over your self-consciousness about it; not only will someone have to say “yeah, I like them,” but you’ll have to find a way to independently verify or believe them yourself.
